The paper starts by contrasting soft and hard measures of health promotion. Soft measures include information and awareness programs and appeal to people’s good will, their ability to learn and change their behaviour accordingly. Hard measures change the rules of conduct for people and among people, for example the ban on smoking in public places in the Swiss canton of Ticino.
